Scope of IT

Administration of IT

Includes the costs of hardware, software, staff and other supporting structures for:

  • Financial planning for IT;
  • Financial management of IT;
  • Facilities management for IT;
  • Human Resources Management for IT;
  • Communications and publications about IT;
  • OHSW&IM for IT

Service Desk

Includes the costs of hardware, software, staff and other supporting structures for:

  • Walk-in support for staff and students
  • Telephone access support for staff and students
  • Development and maintenance of a knowledge base for users
  • Development, support and maintenance of a formal Help or Service Desk management system

IT Policy

Includes the costs required to develop, distribute and maintain IT policy, procedures and guidelines.

IT Security

Includes the costs of hardware, software, staff and other supporting structures associated with

  • Security incident response;
  • Monitoring security on systems and networks;
  • Developing guidelines and procedures for staff and students.

Administrative Computing

Includes the costs of hardware, software, staff (including business analysts) and other supporting structures required to develop, maintain and support systems all major information systems including:

  • Student Administration (admission, enrolment, timetables, HECS, administration, graduation, alumni);
  • Financial Administration (accounts payable, receivable, General Ledger, debtors, purchasing);
  • Human Resources Administration (staff records, payroll);
  • Research Management;
  • Library Cataloguing System
  • Records Management
  • Student Placement
  • Business Intelligence Systems
  • Corporate web and portals

Student Computing

Includes the costs of hardware, software, staff and other supporting structures for.

  • General computer laboratories
  • Specialist computer laboratories
  • Other workstations funded and supported for student use (eg student residences)
  • Specialist student applications
  • Student disk space
  • Student printing facilities

Learning Management

Includes the costs of hardware, software, staff and other supporting structures required to develop, maintain and support learning management systems. It does not include the costs required to develop or maintain content for such systems.

Academic & Research Computing

This refers to IT associated with discipline based activities and includes the costs of hardware, software, staff and other supporting structures for:

  • Support for academic staff system or programming development and maintenance where this is discipline based and associated with teaching or research;
  • Supporting research consultancy where IT infrastructure is involved (including High Performance Computing);
  • Supporting academic staff consultancy where IT infrastructure is involved.
  • Support for Cooperative Research Centres or other joint research arrangements (include only the University component of such ventures).

Educational Technology

Includes the costs of hardware, software, staff and other supporting structures necessary to provide educational technology support for teaching spaces including

  • traditional audio-visual equipment;
  • PCs in lecture theatres and tutorial rooms;

Project Management

Includes the costs required to develop, and maintain project management services (usually in the form of a project management office).

Collaboration Tools

Includes the costs of hardware, software, staff and other supporting structures required to develop, maintain and support collaboration functions including:

  • Email and Calendaring;
  • Web Services;
  • Document Sharing
  • Content Management
  • Directory Services

Data and Voice Communications

This refers to the development, support and maintenance of facilities required for the transmission of voice, data and video within and outside the institution. The costs of hardware, software, staff and other supporting structures associated with the following should be included.

  • Local area networks
  • Wide area networks including connection to AARNet
  • Wireless networks
  • Voice services to the wall;
  • PABX and/or Voice over IP
  • Video Conferencing and Tele teaching systems
  • Internet usage charges
  • Mobile phone and fixed phone line charges

Data Centre and Operations

This refers to the hardware, software, staff and other supporting structures required to develop, maintain and support a data centre and associated operations including:

  • Data management

Further guidance

  1. Administration of IT might be seen to be focussed with Central IT but there could be a significant component in other areas of a university.
  2. Policy has been included under a single category but it is recognised that this may spread over a variety of areas in the university.
  3. The core Library Information System (ie that which handles cataloguing, loans etc) has been included. This is not to imply that it is to be counted if it is part of Central IT, rather it would be counted as part of IT Spend wherever the responsibility rests for its support, development and maintenance. The same may apply to other administrative systems where the support, development and maintenance might be spread across a number of units.
  4. Training in IT-related activities for academic staff, support staff (apart from those defined as IT Staff) and students has not been included in the Scope of IT in a university. IT is ubiquitous in organisations and such training is now a mainstream activity in most organisations.
  5. Web Services would not include the staff associated with development and maintenance of content for such systems.
  6. Educational Technology (Audio-visual Services) does not include the resources require for the preparation of traditional audio-visual content.
